I get no screen effect (being an elve or not), but that's because my videocard doesn't support Directx9 properly and it doesn't support post-processing effects after some update. Maybe it's that?

That's strange, I have a Geforce 2 TI (really old one) and I can remember I had the drunken effect on it last years Christmas, but didn't tried it out this year. My Geforce 2 TI doesn't support directx 9 at all, so they changed it now when there is no support for that effect anymore? Shame the last one worked well on old gfx cards.
 I also noticed I didn't had the effect on Halloween with the alcoholish drinks.

Got to options> Graphics and make sure enable post processing effects is ticked
